In reply to your enquiry as to my having instructions from the Government or the Emigration Officer, for the measurement of Emigrant Ships. I have to say that no such instructions were given me on my Appointment by the Governor as Government Surveyor, nor at any subsequent period, to my recollection. I remember your expressing surprise that such was the case when you succeeded me.
On commencing my duties, I took it for granted, that the Passenger Act was in force, and the various provisions contained therein were all that could be necessary for my guidance, and in taking my measurements I paid especial attention to the length & form of the ship, but in only one case did I exceed five sections & in small ships always took three, as you may recollect was generally the case on the several occasions when I went with you to show what had been the practice.
